TAIEX TRATOLOW Study Visit to Croatia for Montenegro ETS experts

In order to support Montenegrin ETS experts from the Ministry of Ecology, Spatial Planning and Urbanism with the implementation and operation of their national Emission Trading System (ETS), a two-day visit (2-3 March 2022) to Zagreb, Croatia, was organized.
The main goal was for the Montenegrin ETS experts to learn from an experienced Competent Authority (CA) about their experience with the EU ETS, particularly in relation to monitoring and reporting requirements. The training helped the ETS experts to determine priorities, requirements and operational actions for the implementation of the Montenegrin ETS, as well as to identify capacity needs and stakeholder involvement. Further outputs included training material for various ETS implementation activities, covering aspects of timing, resource planning, planning of legislative procedures and capacity building activities.
