On March 23-24, 2023, the TAIEX TRATOLOW Regional workshop on the Development of a "transition scenario" was held in Tirana in hybrid mode to provide training on various analytical approaches, tools and models for creating low-carbon emissions pathways and national and regional policies and strategies. The transition to a low-carbon/carbon-neutral economy implies deep planning and far-reaching changes, while the development of different scenarios and their interpretation contributes to a better understanding of possibilities for transition.

Participants included speakers from EU Member States, National Coordinators of TRATOLOW WG Horizontal Climate Policy, and all relevant beneficiary institutions involved and responsible for the preparation of transition scenarios, such as Ministries, National Environment Agencies, and scientific and research institutions. The workshop was focused on assumptions and challenges in developing and implementing scenarios as well as supporting tools and conditions (e.g. legislation) to help national multidisciplinary expert teams in Beneficiary Countries to understand and create a cost-effective and less uncertain "transition scenario" that ensures achievement of the 2050 climate neutrality target. Views of regional scenarios developed by different stakeholders and the scientific community were shared and experiences and challenges in the Member States were presented. The importance of new findings of the IPCC in creating transition scenarios and the role of local communities in implementing activities that lead to climate neutrality and resilience were underlined and jointly concluded.
