The TAIEX TRATOLOW and EU4 Energy Transition "Covenant of Mayors in the Western Balkans and Türkiye" workshop on Multi-level Governance was held on July 25, 2023, in Skopje, North Macedonia.

The workshop aimed to strengthen the role of local actors in energy transition, climate mitigation, and adaptation planning and implementation at different scales. The event brought together representatives from various bodies including EU Member States, public institutions, municipalities, regional governments, energy agencies, research institutions, and civil society organizations.

The workshop emphasized the importance of cities and towns in implementing climate mitigation, adaptation, and energy transition measures, given that a significant majority of Europeans live in urban areas. The Covenant of Mayors for Climate and Energy Europe supported local climate and energy actions as well as climate adaptation efforts. The workshop sought to support North Macedonia in achieving its climate goals by empowering local authorities and promoting multi-level governance for energy and climate policy development and implementation.

Throughout the workshop, participants discussed best practices in multi-level governance, shared experiences from EU Member States, and explored the latest activities and status quo of energy transition, climate mitigation, and adaptation in North Macedonia. They also focused on the establishment of a Multi-Level Governance Platform and the identification of roles and responsibilities in setting it up. The event facilitated interactive exchanges, breakout group discussions, and networking opportunities to foster dialogue and collaboration among stakeholders.

Overall, the workshop successfully raised awareness of the need for climate mitigation, adaptation, and energy transition across different levels of governance. It provided a platform for knowledge sharing, experience exchange, and the exploration of potential collaboration opportunities. By empowering local actors and enhancing multi-level governance mechanisms, the workshop aimed to translate climate ambitions into concrete actions, improve resilience to climate change, and accelerate progress towards a low-emission and resilient society in North Macedonia.
