TRATOLOW Domestic training as-if verification of MPs and AERs in Montenegro

This one-day training with representatives of the Montenegro Ministry of Ecology, Spatial Planning and Urbanism focused on the topic of EU emissions trading, helping the participants to improve their (implementation) knowledge in this area.

At the event, which took place on December 15 at the premises of Elektroprivreda Crne Gore AD Nikšić´s (EPCG) thermal power plant "Pljevlja" in Montenegro, two important elements of ETS were highlighted: Monitoring and Reporting Regulation (MRR) and Accreditation and Verification Regulations (AVR). Specifically, the aim was to better understand the concrete path from a Monitoring Plan (MP) to a validated Annual Emissions Report (AER).

In order to pass on this knowledge, TRATOLOW experts conducted an as-if verification, explaining all elements of an EU ETS verification. Furthermore, the MRR requirements were discussed in detail, with recommendations to improve EPCG’s MP and the AER. In addition, various recommendations were made to the experts of the Ministry and the EPCG in preparation for the next steps in ETS MRV.

The session was complemented by information on the current EU discussions on the update and expansion of the EU ETS and the related proposals for climate regulations under the Fit-for-55 package. In conclusion, the participants noted that the experts from both the power plant and the Ministry have received extensive information on the verification process and feel confident to take the next steps in implementing the ETS.
