Serbia

The European Council granted Serbia the status of candidate country in 2012. The Stabilisation and Association Agreement (SAA) between Serbia and the EU entered into force in September 2013. In line with the decision of the European Council in June 2013 to open accession negotiations with Serbia, the Council adopted in December 2013 the negotiating framework and agreed to hold the first Intergovernmental Conference with Serbia in January 2014.

Serbia has some level of preparation on climate change, but implementation is at a very early stage. The adoption and implementation of a climate strategy and action plan, which is consistent with the EU 2030 framework for climate and energy policies and which addresses adaptation to climate change, is paramount for Serbia’s future low carbon development.

Work on improving greenhouse gas inventories and updating Serbia’s Nationally Determined Contribution to the Paris Agreement is progressing. However, the alignment of legislation on monitoring, reporting and verification of greenhouse gas emissions in line with the EU emissions trading system and Effort Sharing Regulation is pending.

The main beneficiary institution of the TRATOLOW project in Serbia is Ministry of Environmental Protection and the Ministry of Mining and Energy.
