TRATOLOW National Workshop on use of benchmarking in ETS

The main goal of this online workshop for the TRATOLOW beneficiary country Türkiye was to support representatives of the Ministry of Environment, Urbanisation and Climate Change in the implementation of emissions trading. This was to be achieved by helping to increase their understanding of the use of benchmarking in allocation of emission allowances.
In order to accomplish the set goal of the workshop, the most important questions on the matter were defined in a first step. After that, the further topics were addressed: status quo of ETS in Türkiye, identification of training needs, overview of EU allocation rules, development of EU BM principles and values, MRV requirements and data collection, as well as an update of benchmark values for 2021 to 2025. In addition a presentation was provided by ICAP on the use of benchmarking in other jurisdictions and the lessons learned over time.
During the workshop, participants were also given enough time for individual questions and discussions with the experts. In addition, best practice examples were presented. The online workshop was rounded off with the definition of further requirements and follow-up training.
