Background

With its European Green Deal and the European Climate Policy, Europe aims at becoming the first climate-neutral continent in the world with strengthened resilience and reduced vulnerability to the effects of climate change. To meet the climate neutrality target by 2050, the EU´s climate and energy policy contains a number of regulations and strategies with various targets for the period 2030–2050. All beneficiary countries have already benefitted from projects and initiatives supporting them in implementing the EU environment and climate acquis in the past. A focus of this project is to enhance the regional cooperation in view of the Stabilisation and Association process.

A focus of this project is to enhance the regional cooperation and follow the approach of a multi-national and multi-institutional nature and the need to improve inter- and intra-national cooperation on climate change mitigation and adaptation.

The project builds on earlier work under the Regional Environmental Network for Accession (RENA), the Environment and Climate Regional Accession Network ECRAN, the Regional Implementation of Paris Agreement Project RIPAP and the EU Environment Partnership Programme for Accession EPPA, hence amended in line with the current level of preparedness for the EU accession.

Overall objective

The overall objective of the project is to contribute to climate change mitigation and adaptation and the development towards a resource-efficient, low emissions and climate-resilient economy.

 

Purposes

The purposes of the project are

  • to support the beneficiaries to build their capacities for the implementation of the 2015 Paris Agreement and for the development of low emissions and climate resilient economies.
  • to enhance the regional exchange of information, best practices, peer-to-peer reviews, experience and awareness-raising between the IPA II beneficiaries and between IPA II beneficiaries and the Member States towards the implementation of beneficiaries’ commitment under the Paris Agreement.

12 October 2020–12 July 2024 (45 months)

  • Albania – Ministry of Tourism and Environment; Ministry of Infrastructure and Energy (responsible for national climate policy and international cooperation on climate change).
  • Bosnia and Herzegovina – for the whole country: Ministry of Foreign Trade and Economic Relations;
    For the entities: Federal Ministry of Environment and Tourism, Ministry of Spatial Planning, Civil Engineering and Ecology of Republika Srpska;
    Intermediate: Cantons: Development and implementation of adaptation activities as defined by the national Climate Change Adaptation Strategy, Promotion of energy efficiency.
  • Kosovo* – Ministry of Economy and Environment.
  • Montenegro – Ministry of Ecology, Spatial Planning and Urbanism; Ministry of Capital Investments.
  • North Macedonia – Ministry of Environment and Physical Planning; Ministry of Economy.
