Workshop | Podgorica, Montenegro

The workshop aimed to contribute to learning from the European Union's experience and discuss policies and measures of relevance for GHG emissions reduction in energy sector and throughout for achieving cost-effective and fair regional climate-neutral development. The workshop also targeted to improve monitoring and reporting in the climate and energy sector, enhance exchange among responsible institutions and stakeholders, and strengthen cooperation between relevant national players.

Participants from various Ministries in the TRATOLOW beneficiaries were joined by experts from both Ministries in EU Member States as well as institutions and organisations to hear the latest developments and also learn from experiences made.

The topics covered included importance of sectoral planning for achieving climate targets, particularly transport considering, among else, the integration of Western Balkan transport markets into the EU as well as on-going activities under the Transport Community. Experience in RES and e-mobility planning and supporting mechanisms and schemes for their increase and improvement as well as increase of energy efficiency were presented. Functioning of the European CBAM (Carbon Border Adjustment Mechanism), a tool to put a fair price on carbon emissions from carbon-intensive goods entering the EU, and of research and innovation activities were discussed. Also, in the field of batteries, their role in achieving the goals of the European Green Deal was presented.

Examples from Lithuania and their support for the deployment of renewable energy and renovation, from Estonia on their significant use of renewable energy making the capital Tallinn the European Green Capital 2023, from Austria on sustainable planning in renewable energy, and Slovakia on e-mobility brought knowledge from EU MS to the TRATOLOW beneficiaries. Further, the role of association that contributes to the identification of priorities of research and innovation in the field of batteries shows importance of cooperation of different stakeholders.

The TRATOLOW beneficiaries from Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia, and Türkiye presented challenges, lessons learned, and actions in the energy sector contributing to GHG emission reduction.

The workshop concluded with a summary, closing remarks by TRATOLOW Team Leader Violeta Philippitsch.
