TAIEX TRATOLOW Domestic Workshop on ETS Monitoring and Reporting

This two-day workshop in the Serbian capital Belgrade brought together a large group of participants from the Ministry of Environmental Protection, the Environment Protection Agency, representatives from the Serbian power sector and energy-intensive industry, future verification bodies and the Accreditation Body of Serbia (ATS). Main focus of the training was to discuss monitoring and reporting in the scope of the planned emissions trading system (ETS).

The Ministry presented the draft rulebook on monitoring and reporting, which is currently in consultation with other ministries, and which is the last of the set of rulebooks to support implementation of ETS in Serbia. Speakers from Túrkiye and Croatia presented how ETS is (planned to be) implemented in their countries, with a focus on the lessons learnt and providing good examples to the Serbian stakeholders.

International experts from the Tratolow project team among others presented the historic developments in the EU ETS, the planned expansion that is discussed as part of the Fit-for-55 package and the planned introduction of the Carbon Border Adjustment Mechanism. In addition, they provided an in-depth training on monitoring and reporting rules and requirements, with practical exercises to learn how to use the template for the Monitoring Plan and for the Annual Emissions Report.
