The aim of the workshop was to support the Beneficiaries in upgrading their domestic GHG monitoring, reporting and verification practices towards compliance with the Paris Agreement, the Katowice Rulebook and further developments with regard to the Enhanced Transparency Framework as well as with the EU Monitoring Mechanism Regulation and the Governance Regulation. During the workshop the importance of functioning legal and institutional arrangements were outlined and possible ways how inventory databases can look like were presented. The advantages and disadvantages of different options were discussed, specifically concerning efficiency, reliability and accuracy. Best-practice examples were shared and concrete proposals were presented on how national systems, as well as institutional, legislative, and data collection arrangements could be established and implemented.

Focus was put on GHG data inventory systems and wether they are available and implemented in the beneficiary countries. Within the workshops the requirements for a functional, secure and transparent inventory system were presented and examples given to underline their importance. Examples of ideal GHG inventory data systems were presented to the Beneficiaries and they were provided with ideas/recommendations and a discussion on how these could be implemented, taking into account national circumstances. A robust system enables the reporting of GHG in a systematic, transparent, comparable and consistent manner, and increases the efficiency in annual reporting.
