TRATOLOW and EU4 Energy Transition “Covenant of Mayors in the Western Balkans and Türkiye” workshop on Multi-level Governance

The TRATOLOW and EU4 Energy Transition workshop held on June 26-27, 2023 in Sarajevo, Bosnia and Herzegovina, was a significant step towards further bolstering multi-level governance for energy transition and climate action. The workshop brought together representatives from Ministries in Bosnia and Herzegovina, representatives of municipalities, trade chambers, public entity institutions and associations, and local and entity centers and authorities to promote sustainable energy practices and address climate change challenges.

The primary objective was to empower local authorities and encourage their active participation in the Covenant of Mayors for climate and energy initiatives, facilitating the transformation of climate ambitions into tangible actions.

With participants ranging from experienced experts to local energy agencies, the workshop fostered fruitful discussions on the importance of multi-level governance (MLG) in energy transition, climate mitigation, and adaptation planning. Through the exchange of experiences, European best practices, and insights into Bosnia and Herzegovina's energy transition, the workshop aimed to strengthen MLG and its application in climate change initiatives.

The event featured prominent speakers, including government officials, mayors, energy and climate experts, who delivered insightful presentations on EU best practices in MLG, local governance approaches, and experiences as well as case studies from countries like Croatia and Portugal. Breakout sessions provided a platform for in-depth discussions on establishing a Multi-Level Governance Platform for Bosnia and Herzegovina, promoting cooperation and coordination among different levels of governance in climate change mitigation, adaptation, and energy transition. By connecting planning and implementation processes, the workshop sought to further enhance the effectiveness and efficiency of climate and energy action efforts in the country.

Overall, the TRATOLOW and EU4 Energy Transition workshop served as a valuable forum for knowledge sharing, networking, and capacity building. It reinforced the critical role of local actors in driving energy transition and climate action, tiering and harmonizing national and local planning instruments, and fostering collaboration across governance levels. By strengthening multi-level governance, the workshop laid the groundwork for a more integrated and impactful approach to address climate change challenges and achieve sustainable development in Bosnia and Herzegovina.
